Head of Google Cloud Public Sector for Latin America
Carlos Bastos Neto is the Head of Google Cloud Public Sector for Latin America, where he helps public and private institutions across the region harness the power of innovation and digital transformation. With over 20 years of experience, Carlos brings deep expertise in IT strategy, cloud solutions, and enterprise growth. Prior to Google, he spent over 15 years at Microsoft leading digital transformation initiatives across Latin America. His work focuses on building practical, forward-looking solutions that empower organizations to thrive in the modern digital world.

Abstract
Michael is a 2024 Computer Science graduate from the University of Florida. He’s been passionate about graphics since discovering shaders in Unreal Engine 3 twelve years ago, but his interests have matured into Computer Vision and Neural Rendering. He recently published his first paper at WACV 2026, focusing on lightweight relocalization, and is currently working on optical submersible localization and communication! He loves all things aerospace, optimal design, 3D computer vision, low-level optimization, and game development!
